Background
In late 2004, the HRRP Board of Directors approved a new working model which relies on university partners to lead activities in a technology “cluster”. The model builds on the active HRRP Strategic Plan, draws from aspects of previous studies and proposals, and reflects pragmatic realities with regard to near term resource possibilities.

Basic Approach
The model supports the concept of technology clusters as foci for HRRP activities. Activities within these clusters will continue to include collaborative research and outreach to the business and economic development communities. However, based on a consensus of need, near term emphasis will be placed on developing business relationships for the universities. The model proposes that:

  • Cluster area foci are led by universities, who will provide a Cluster Leader
  • Cluster activities are accomplished through Cluster Committees
  • Inter-Cluster activities are led by HRRP
  • Business relationships are supported by HRRP

Cluster Leader
Will:

  • Coordinate efforts to develop linkages between HRRP institutions and industry within the technology cluster.
  • Establish a committee of appropriate HRRP and industry representatives and provide staff support for the committee’s activities.
  • With the HRRP Director, develop an annual work plan consistent with commitments made by various HRRP institutions to the work of the Cluster Committee.
  • Provide periodic reports through the HRRP Director to the HRRP board.

Cluster Committee
Will:

  • Build connections between industry and HRRP institutions to strengthen the regional cluster.
  • Develop an inventory of cluster researchers, facilities, and equipment
  • Transfer knowledge across the cluster, including:
    • Supporting industry-HRRP forums and symposia
    • Working with technology transfer offices to help connect HRRP technologies with local industry applications
    • Matching graduate students with job opportunities
    • Promoting industry connections with university lecture or adjunct professor opportunities
  • Explore ways to enhance funding collaborations with industry partners across the cluster including:
    • Federal grants and contracts
    • SBIRs and STTRs
  • Recommend to the HRRP major regional collaborative efforts worthy of substantial state or federal funding to significantly strengthen the regional cluster.

HRRP
Will:

  • With Cluster Leaders, develop committee work plans
  • Serve on each Cluster Committee
  • Organize inter-cluster and inter- institutional events/forums
  • Develop/support development of linkages between clusters and industry
  • Lead alliances for major regional collaborative efforts
  • Develop linkages among industry and tech transfer professionals at universities/labs
  • Facilitate university/industry communication on intellectual property issues
  • Provide newsletters, website, on- line resource database

Near-Term Sensor Committee Work Plan

  • Identify existing partnerships.
  • Determine HRRP partner commitments.
  • Establish small focused meetings by application area, building on existing connections.
  • Meetings led by appropriate HRRP partner, facilitated by W&M; HRRP participates and supports.
